		<description>Ah yes, that seems to be at the heart of it - to me, it seems the real pay off is the ability to increase the information flow and facilitate healthy debate between the stake-holders and decision makers. But I can see that such a massive change to the organisational structure is sure to be uncomfortable - and expensive!</description>

		<description>We definitely think the Super City will provide exciting opportunities for local decision making - not sure about overall efficiencies (especially in the first few years with big bills for things like developing an integrated IT system and covering the cost of the loss of institutional knowledge) - but yes exciting times!</description>
